Yes it glows.

And that alone is really cool but what makes this new form of blood test special is that it completely cuts out the need for a lab to determine of there are infectious diseases present.

"The color is created thanks to the secret ingredient of the paper strip: a so-called luminous sensor protein developed at TU/e. After a droplet of blood comes onto the paper, this protein triggers a reaction in which blue light is produced (known as bioluminescence). An enzyme that also illuminates fireflies and certain fish"

That may not sound like a big deal, but in developing countries, or in remote areas where medical assistance is limited, being able to cut out the middle man and get instant results is going to save time money and could save a life.
