This app is called Zoetropic. I know there is a lot of apps that is similiar to this but I had tried almost all of it, so far Zoetropic is the best. It is the simplest, easiest and understandable apps to use.
And if you are a photographer, this is the apps that you should have and use it.
As you can see from the images above, the tools inside the Zoetropic that you can use to apply the motion to your image is Motion , Sequence , Stabilize & Mask. There is also an Erase tools and Zoom tools.
Steps.
Select the "Motion" tool.
Press the start point of the movement and drag to the point you want it to end, so it will form an arrow that will represent the movement and its direction.
Tips
A movement arrow will affect an entire region, this region is limited to the other arrows and closest stabilization points.
Other overlapping arrows cause distortion, use caution.
The speed of movement can be defined by the size of the arrow, the larger ones are faster than the smaller ones.
Larger arrows can cause distortion, if necessary, use the 'Sequence' tool or smaller arrows next to each other.

Select the "Sequence" tool.
